I think it would be a useful discussion to consider how best to assist individuals who have specific needs.
Since I am a senior citizen with a few issues, I'd like to start with one in particular.  
My advice as a person who is hearing impaired:
1- Many hearing impaired people do not know sign language. So you need to communicate in another way.

If you have to evacuate your home on short notice, or "bug out," and only have time to grab a bag or two, what do you have in it?

Additional Training for CERT

What additional training should organized CERT groups get that would benefit their communities?
Keep in mind that CERT does not want people doing things they are not trained to do because the first rule of CERT is be safe and don't exceed your training.

The basic CERT class teaches light search and rescue, fire supression with a fire extinguisher, medical triage, and hands-only CPR.

Multi-Use Radio Service (MURS)

MURS is similar to FRS in that it's license free. Unlike FRS, it isn't as popular nor are the radios as readily available.
FRS is a very basic service that allows for unencrypted, low power, voice communication with no options for better antennas nor decent power levels.
MURS allows for 2watts of power, FRS only allows for a 1/2watt.
MURS allows for external antennas, FRS does not.

Out of Scope Medical Skills During a Disaster

The Good Samaritan Law allows protection of volunteers who help people in medical need as long as the rescuer does not exceed his or her level of training and scope of practice.

And here's my EMR kit inventory. Be aware that I pack some items which require more expertise than I am qualified to use in the field, but they may come in handy anyway.

Adhesive bandage tapes
Airway kit
Ammonia inhalant
Antibiotics: Augmentin/amoxicillin; Levoflaxicin/Cipro; Doxycyline; Metroniazole; Clindamycin; bactrin/septra
Aspirin; ibuprofen; acetaminofen
Auto Pulse/Blood Pressure Meter
